KCGI's first president, Hiroshi Hagiwara, received the Order of the Sacred Treasure, Gold Rays with Neck Ribbon.

Dr. Hiroshi Hagiwara, the first president emeritus of The Kyoto College of Graduate Studies for Informatics (KCGI), received the Order of the Sacred Treasure, Gold Rays with Neck Ribbon at the 2009 Spring Conferment of Decoration.Dr. Hagiwara became president of KCGI, Japan's first IT professional graduate school, when it opened in April 2004.Since then, he served as President until March 2008.

The Order of the Sacred Treasure is conferred upon those who have served with distinction in public service for many years.Dr. Hagiwara graduated from the Faculty of Engineering, Kyoto University, with a doctorate in engineering.He is a professor emeritus at Kyoto University and has served as president of the Information Processing Society of Japan and as a member of the Science Council of Japan.He has served as Director of the Informatics Research Institute of Kyoto Computer Gakuin Group and as Director of Kyoto Joho Gakuen Educational Corporation.
