
The School on Internet Governance Japan (SIG Japan), which has its office on the campus of Kyoto Computer Guraduate Institute (KCGI) and Kyoto Computer Gakuin (KCG), will hold a seminar on digital literacy from a global perspective on Thursday, May 29, 2025 at the 6th floor main hall of KCGI Kyoto Ekimae Satellite and KCG Kyoto Ekimae Campus as part of capacity building on the Internet and public policy.SIG Japan holds events to examine issues related to the Internet from various angles, and this year's event is the first in 2025.The event is free and open to anyone interested in the Internet, public policy, and digital literacy.
The seminar will be held in cooperation with KCGI Cyber Kyoto Laboratory (CKL).CKL is committed to realizing a safe and secure Internet environment and is actively involved in youth empowerment and social contribution activities.Furthermore, as the registry operator of the .kyoto geographical top-level domain (gTLD), KCGI is also involved in the construction of a safe and secure Internet space that is rooted in the local community.
This seminar endorses "Digital Positive Action," a public-private partnership project promoted by the Ministry of Internal Affairs and Communications (MIC) and related organizations and companies.This project aims to improve literacy in the use of the Internet and SNS. KCGI, as the first IT professional graduate school in Japan, echoes this vision and will hold this seminar with the aim of creating an information environment from an ethical perspective so that the younger generation can use SNS safely and securely.
This year's featured speaker, Emma Leiken, TikTok Global Head of Youth and Safety Policy from New York, USA, will speak on "Media Literacy and Youth Safety and Security" from a global perspective on youth technology use, policies to protect youth, and socially responsible technology development.
CKL has been active at the Keihanna Open Innovation Center (Seika Town and Kizugawa City), an academic research facility operated by the Kyoto Prefectural Government, but in March 2025 it is moving to the KCGI Hyakumanben Campus in Kyoto City to start a new base.

Instructor Profile:
Emma Leiken
Cross-disciplinary technology policy leader addressing youth online safety and media literacy.He is currently based in New York City and leads the Global Youth Safety and Wellbeing Policy team in TikTok's Trust and Safety division.
Previously, he led youth safety and technology policy initiatives at the Omidyar Network.Therefore, they co-founded the Responsible Technology Youth Power Fund, a multi-million dollar pooled fund of 15 funders to support youth leaders in responsible technology design, policy, and advocacy.
He holds a B.A. in Religious Studies from Oberlin College and an M.A. in International Development with a focus on technology from the London School of Economics (LSE).
He is currently a board member of the Cyber Collective, an advisory board member of the Center for Intimacy Justice, and a 2023-2024 Nonresident Technology Policy Fellow at the University of California, Berkeley.
